CHIP Governance Is Live

The CHIP Governance Forum is live at governance.usd.ai. It is where the standards for financing compute through sUSDai are proposed, discussed and decided.
Every proposal is public, follows the same path, and is put to a CHIP holder vote.
What CHIP Governance Covers
Proposals cover how capital moves through sUSDai, from origination to liquidity. The forum is organized into six categories:
| Category | Covers |
|---|---|
| Originations | Facility pricing, LTV limits, eligible equipment and financing requirements |
| Underwriting | Compute IQ methodology, scoring, eligibility thresholds and supporting evidence |
| Liquidity & Settlement | sUSDai utilization, reserves, deployment conditions, redemptions and integrations |
| Capital Markets | GLX facility sales, participant roles, execution terms, pricing and settlement |
| Authority | Proposal requirements, governor settings, delegation, voting and implementation |
| General | Discussion that fits no other category |
How Proposals Work
Every proposal follows the same path:
- CRFC (CHIP Request for Comment). The proposal is posted on the forum for at least 4 days of public discussion, along with any required risk, legal or technical review.
- Snapshot vote. CHIP holders vote on Snapshot. Rejected proposals stop here.
- Onchain vote and timelock. Where execution is required, the approved proposal goes to an onchain vote, then a timelock before it takes effect.
- Implementation. Completed actions and supporting evidence are recorded in the proposal's forum topic.
Posts are labeled either Discussion, for early ideas and feedback, or Proposal, for a defined change going to a vote.
The First Proposal
The first proposal sets the origination parameters for new sUSDai financings:
- Origination criteria: 80% maximum blended portfolio LTV, 1.15x minimum quarterly portfolio DSCR, and a residual value warranty for any non-investment-grade offtaker or on-demand rental
- Approved collateral: NVIDIA B200, B300, GB200, GB300 and VR200; AMD MI455X and MI430X; non-core inference chips only alongside contracted offtake
- Maximum utilization: 90% of sUSDai to deploy new financings
- Underwriting: a minimum Compute IQ score of 60
Compute IQ is USD.AI's agentic underwriting system, built on more than $25 billion of GPU financing data. It scores every financing on one 100-point scale across the operator, the customer and the contract, and the score sets facility size, pricing tier and structure.
Terms for selling facilities through GLX will be set in a separate governance proposal.
